While testing PGO, it was found that passing certain flags through the command line CCFLAGS and LINKFLAGS will always be passed to configure checks and in some cases these flags can't apply to conf checks.

Create new command line variables NON_CONF_CCFLAGS and NON_CONF_LINKFLAGS and a generator in the appropriate COM strings to check if target is conftest.
