Handle commands that are not allowed when directly connected to shards

      There are a few commands that work on a regular replica set node, but will need to go through the mongos when it has the config server clusterRole. This means the commands will only work after the user changes to the sharding connection string. The commands are:

      • cleanupStructuredEncryptionData
      • setClusterParameter
      • setUserWriteBlockMode
      • Explain of a resolved view
