Add $clusterTopology to the clusterManager role

      Currently, the $clusterTopology aggregation stage is only assigned to the clusterMonitor role. Given the description of the clusterManager role we should update the $clusterTopology to be added to the clusterManager role as well by modifying the builtin_roles.yml file and adding the proper test coverage.
