Allow collMod with timeseriesBucketsMayHaveMixedSchemaData=false

      SERVER-84531 added a safeguard to make sure that the timeseriesBucketsMayHaveMixedSchemaData flag would not be unsettable. This was based on the assumption that if a collection ever contained mixed schema data, the property would always hold.

      Since there are plans to provide a procedure to rewrite old-schema buckets with the new schema, we should allow users to unset the flag.
