Sharded backup/restore tests may run out of memory on Windows variants

      Some of the sharded backup/restore tests may use 16 processes, but these hosts only have 32 GB of memory available. We may want to move these out of noPassthrough into a new suite that uses larger Windows hosts just for these tests. Currently it uses windows-2022-large.
