      SERVER-92896 disables resharding of tiemseries, to disallow moving a timeseries collection to a non primary shard. We do this in 8.0 to prevent widening the impact of SERVER-73641. Once SERVER-73641 is fixed and backported to 8.0, we will use this ticket to reenable resharding timeseries.
