~~SERVER-92896~~ disables resharding of time series, to disallow moving a time series collection to a non-primary shard. We do this in 8.0 to prevent widening the impact of ~~SERVER-73641~~. Once ~~SERVER-73641~~ is fixed and backported to 8.0, we will use this ticket to re-enable resharding time series.
