Currently, printAllThreadsStacksBlocking() can deadlock due to ~~SERVER-90775~~. We should mark this in the function comment and/or append an unsafe to the function so other developers don't think it is safe to call.

We should leave a TODO for ~~SERVER-90775~~ to undo this (and verify the deadlock is gone).
