Currently, printAllThreadsStacksBlocking() can deadlock due to SERVER-90775. We should mark this in the function comment and/or append an unsafe to the function so other developers don't think it is safe to call.
We should leave a TODO for SERVER-90775 to undo this (and verify the deadlock is gone).
