oplog_slow_sampling_logging has caused BFs before due to spurious failures unrelated to the actual behavior it's testing. It is also the only user of the slowCollectionSamplingReads failpoint. If we delete this test and replace it with a unit test, we can avoid future BFs caused by this test being flaky and also get rid of a failpoint.
