The ShardingDDLCoordinatorExternalState has a method called isShardedTimeseries() that returns true if the given bucket collection exists on the sharding catalog.

Since, after v8.0, we can have both sharded and unsharded collections registered on the sharding catalog, we should consider renaming this function to avoid misunderstandings.
