Set a user permissions to "Viewer" on a chart.

Log in as that user, click the 3 dot menu, see that Export/Save options are unavailable (red "no-smoking" type symbol when mouse is on those options).

I have set the permissions via a Team, and also as an individual user, and neither will allow export/save.
