Extend encrypted storage engine backup testing

      Reorganise encryptdb backup testing (current encryptdb testing lies in enterprise/jstests/encryptdb , can reorganise into something like jstests/encryptdb/backup) and list RSS Sydney as a codeowner (currently there is no owner file listed in the OWNERS.yml files).

      Also extend to include testing against sharded clusters.
