We've seen several tests fail due to slow machines where the kill op thread does not get scheduled fast enough to kill the thread holding the RSTL, which means that step down ends up timing out while trying to acquire the RSTL and fasserting the node. We should look into changing the value of this timeout in our tests to avoid slow machines causing scary looking BFs.
