Rewrite enableAutoMerger/disableAutoMerger shell commands to use configureCollectionBalancing

      Currently, the commands sh.enableAutoMerger and sh.disableAutoMerger directly write to config.collections. We should rewrite these commands to use the 
      configureCollectionBalancing command instead. We can also add new shell helpers on the collection for enabling and disabling auto merger
