Most of our current build infrastructure is focused on producing static binaries and archives. We will need to properly configure SCons to support the LoadableModule target which produces bundles, DLLs, or DSO's as appropriate for the system.

We will need to ensure that the various flags used by SCons when building these targets are appropriate on the various target environments, and that the resulting binaries can be safely loaded into our statically linked executables.
