Currently our .vcxproj script generator uses 10.0.19041.0 as a hardcoded value as window's target SDK version. Latest versions of visual studio (17.11.2 and 17.10.*) can actually interpret 10.0 as 'latest'. The purpose of this ticket is to change the target version SDK for the 14.3 toolset to 10.0, so if a developer upgrades the SDK (sometimes as a side effect of an OS upgrade) Visual Studio Intellisense, build and some debugging features would not stop working, which could cause an impact in development productivity.
