Make lock_manager_test resilient to lock wait duration

      Currently, the CumulativeWaitTime test in lock_stats_test.cpp has too strict of a bound on the time spent acquiring a lock, which caused the linked BF. This ticket would make the bound a bit more resilient to slight fluctuations.
