Retry HostUnreachable error upon removeShard call for config stepdown suites

      After SERVER-94566 we started ignoring the HostUnreachable error on removeShard calls for config stepdown suites, however, this is not the correct behavior: we should retry the call to removeShard instead of ignoring it.
