Move toolchain archives to permanent s3 bucket

      Currently the toolchain archives in https://github.com/10gen/mongo/blob/master/bazel/toolchains/mongo_toolchain_version.bzl are stored in the mciuploads bucket which only has a retention period of 1 year. Move these to a public s3 bucket that doesn't have a retention period expiration
