SERVER-91347 deletes column store index code from the storage execution code layer. Some of this involves removing constants/enums that are used in checks; removing this code can involve rewriting some existing code in other layers to get around the fact that we no longer have to perform these checks.

For simplicity's sake, this subtask will first remove storage execution code related to column store index functionality. With the removal of the ability to create column store indexes, this code should not be able to be exercised anymore.
