During SERVER-95393, we introduced a new CatalogCache and a CatalogCacheLoader (SSCCL implementation) for the shard role.

In order to achieve this work in different steps, when we refresh the CatalogCache dedicated to the shard-role, we also refresh the CatalogCache of the router-role, creating a causal consistency between both caches.

The goal of this ticket is to break this dependency.
