Disable local results upload to cache in evergreen

      We saw reports of cache issues. We noticed that evergreen task were set to upload local results to the cache and we recently switched to local unsandboxed linking, so it seems the non hermetic results are being uploaded.

      We should disable upload local results to cache until we can guarantee hermitcity of local results via containers.
