AuthorizationManager must be initialized for config servers with a router port opened

      Today, the AuthorizationManager is not properly set for the RouterService when the node is a config server. The initialization only occurs for nodes with a serverGlobalParams.clusterRole = ShardServer, RouterServer.

      This ticket tracks the work to fix this issue.
