Remove exclusions for change_streams_multitenant test suites

      After completion of SERVER-70760, two exclusions for a certain file and tag can be removed from two `change_streams_multitenant` test suites.

      The suite `change_streams_multitenant_passthrough.yml` had the following, now obsolete exclusion:

          # TODO SERVER-70760: This test creates its own sharded cluster and uses transaction. The support
    #                    for transaction on multi-tenancy is not fully available. Unblock this test
    #                    after the support is available.
    - jstests/change_streams/oplog_rewrite/change_stream_basic_match_pushdown_rewrite.js

      The suite `change_streams_multitenant_sharded_collections_passthrough.yml` had the following, now obsolete exclusion:

          # TODO SERVER-70760: The support for transaction in not fully available in multi-tenant sharded
    #                    cluster. This tag should be removed after it is available.
