Once the CatalogCache of the Grid is using the ConfigServerCatalogCacheLoader, there is no need to have a CatalogCache backed by the ConfigServerCatalogCacheLoader (aka RoutingInformationCache) for config server operations.

The goal of this ticket is to revert SERVER-87780 by relying again on the CatalogCache of the Grid.
