In the process of testing the fix for 95650, a unit test needed to call a helper function in write_ops_exec. To accomplish this (and moving forward), I think that taking a similar approach to what was done with the bucket catalog and moving some of write_ops_exec into a new {{write_ops_exec_internal }}will improve the testability of the module.
(This ticket is a follow-up ticket to complete the changes begun in 95650).
