Establish ownership of ReplicaSetMonitor tests

      Ownership of RSM (and server sdam implementation) has been transferred to N&O following 8.0. Tests for this features have been written by sharding and are not explicitely defined. We want to identify test that are meant to tests only RSM/sdam and moved them to an N&O-owned directory :

      • Identify tests meant only for RSM/sdam (work with sharding to identify these)
      • Ensure all tests contain a description (what component and case(s) are they supposed to tests)
      • Move these tests to a directory covered by codeowners.
