      The N&O playbook needs a section that indicates typical issues and non-N&O issues. The goal here is for N&O engineers to be able to search for specific symptoms and see information like what the problem is, how it manifests, and how we have solved similar issues in the past. We can model this after the "Symptom Types" section in the DTA playbook.
