bucketCount is num currently open buckets, but it is difficult to calculate number of historic buckets when query-based reopening is in play.

numBucketsOpenedDueToMetadata could be a good approximation to use when calculating it together with numMeasurementsCommitted but this doesn't work when there is a heavy use of query-based reopening.
