We should create a suite that engineers use for running the core_sharding smoke tests. If we let engineers randomly choose a suite for running the smoke tests then it is possible that the suite may not run all the smoke tests (because the suite doesn't have sufficient number of shards or excludes certain smoke tests). 

One idea is to create a smoke-test suite that explicitly lists each js file to run as part of the smoke tests. No need for a smoke test tag.
