Stagger jobs unconditionally sleeps for 10s even when tests are done

      The stagger jobs on option prevents Resmoke from spawning all jobs at once. It does this by sleeping for 10 seconds for every job it has created after the 5th job onwards. Resmoke goes through this process whether or not the test queue contains anything, which means that it's possible for Resmoke to spend a significant amount of time creating jobs even when there are no tests to be run.
