Check the behavior of the ShardRegistry with the new time definition in a scenario without topology times

      SERVER-93101 introduced a new total-order Time definition for the ReadThroughCache inside the ShardRegistry. The goal of this ticket is to check what would happen if the documents under config.shards don't have a topology time (i.e. they were added to the cluster before 5.0, see SERVER-47406).

      Can we add a test covering this scenario as well? Thank you!
