Remove the `opportunisticSecondaryTargeting` parameter

      The feature has been disabled by default since 4.4.15, and it'll be removed in v8.1 (once SERVER-92064 is released). We should then remove the parameter by deleting this IDL declaration and this C++ implementation. We should wait until 8.1 is released since the server parameter is publicly documented here.
