Make bazel keep_going for non ssl builds

      The dynamic sdk variants use non ssl configuration which is broken for some portion of the build. However the portion of the build that the dynamic sdk variants care about should be fine.

      The problem is that bazel builds the full build and fails before it finishes build the parts that the variants care about.
