Some places in our test infrastructure checks for the existence of --configsvr in the set parameters for a mongod to enable certain safer / less flaky defaults for tests, like here. When servers start using the auto bootstrap procedure and don't have --configsvr explicitly set, we should make sure those options are still set to avoid spurious failures.
