Returning the information provided by listCollections can be expensive as we may need to access the WT files.

If customers desire to only see sharding related information such as the shard key of a collection or if the collection is sharded we should provide the option to skip fetching and returning the information provided by listCollections and only return information from the sharding catalog (config server).
