Expose oldest available snapshot timestamp in replSetGetStatus

      Currently the oldest available snapshot timestamp is only exposed in the WiredTiger section of ServerStatus under snapshot-window-settings, but is only exposed as a prettified string, not an actual timestamp.

       

      Should we expose this timestamp under replSetGetStatus to allow customers to know what the valid range of atClusterTimes they can query are?
