In streams_stopStreamProcessor, add option to skip final checkpoint.

      We can skip the final checkpoint if the streams_stopStreamProcessor command is in the context of a drop() request from the user. Once this is completed we should create a MHOUSE ticket in https://jira.mongodb.org/browse/STREAMS-1006 to set this option as part of the streams_stopStreamProcessor request in a drop workflow.
