A certain customer encountered increased write latency on one shard due to resource contention on the shard that held the entire config.system.sessions collection in a multi-shard cluster. 

We should reduce the migration threshold to balance the config.system.sessions collection more aggressively so that it is distributed across multiple shards in a multi-shard cluster earlier.
