Change codeowners for src/third_party to owning teams

      Currently, the codeowners for src/third_party is the server security team. However, a lot of third_party libraries should not be maintained by us. We initially took ownership because of SSDLC (SPM-3590), but it may be time to move ownership to the respective teams that maintain each library.
