We have no good place to document built-ins for the test runner. In order to enable stricter eslint checking during the module migration I took a step forward and listed them, but this doesn't let us introduce documentation or type checking. The jstestfuzz project started producing TypeScript definitions for globals here, maybe we can provide a type declarations (.d.ts) file at the repo root directory where we can start building this documentation.
