Split query_feature_flags.idl by query subteam

      At the time of writing, most (if not all) query knobs are found in query_knobs.idl, and are owned globally across the entire query team. As such, this ticket proposes splitting these up by query sub team (that is, between QE, QI, and QO).

      Splitting these up by subteam is a good starting point, however, you could imagine going further and splitting these up by component teams as well.
