Currently percentile_algo_tdigest_test has a data generator that uses time(nullptr) as a seed, which makes the unit tests non deterministic and in the off-chance cause BFs such as BF-35703. Something similar happened in the past with tests from db_percentile_algo_test, with the fix being freezing the data generation seed and setting a higher error margin. These tests were split into percentile_algo_tdigest_distributed_test, so percentile_algo_tdigest_test still kept using RNG. This ticket will change the unit tests to use a set seed to avoid any non-deterministic failures.
