SERVER-97641 temporarily disabled LdapHealthObserverTest::FullPeriodicCheck and LdapHealthObserverTest::OneServerDNSLookupFailed due to an outage in ldaptest.10gen.cc. These unit test failures are blocking the merge queue.

In order to prevent this kind of scenario in the future, we should remove this dependency entirely by restructuring this unit test to not rely on the external LDAP server. That functionality is already tested by the ldap_mongos_health_checking.js and ldap_mongos_health_checking_crash.js integration tests.
