We should pull PipelineRewrite (and related functions/classes) out of server_rewrite.cpp and expose it in a header file so that it can be tested directly. We may also need to add the ability to override the QueryRewriter used to be a mock.

As a part of this ticket, we should also add some basic pipeline rewrite unit tests.
