Remove _flushDatabaseCacheUpdates command

      Remove the _flushDatabaseCacheUpdates command once the DatabaseShardingState (DSS) is kept consistently synchronized with database metadata changes. With no window of time where a database state can appear unknown, the need for manual "refreshing" of database metadata will be eliminated, rendering the command obsolete.
