movePrimary does not work with stepdowns as it can fail with movePrimary operation on database {database_name} failed cloning data to recipient when stepdown occurs during the cloning phase. As a result, the move_primary.js test should be excluded from stepdown suites using the `does_not_support_stepdowns` tag.
