This ticket should cover the expansion of the wtRCToStatus function in order to handle the added granularity of WiredTiger sub-level error codes.

This ticket should utilise the placeholder API and sub-level error codes created by WiredTiger and design an expansion that would obtain the needed information and handle these cases appropriately as designed in the technical design.

We should not change the current model of returning a Status object from this function.
