Planner changes to understand the new syntax for the processingTime windows. Add a state variable in WindowAwareOperator and elsewhere as appropriate to be able to detect that the pipeline has a processingTime window
Make planner fail when incompatible options are detected (idleTimeout and allowedLateness)
Hide support for the new feature behind a feature flag
