This ticket covers a POC that will let us begin marking our code up with module boundaries and tracking progress toward a modular future. The implementation of the tool itself will need to be replaced with a permanent version, but the expectation is that the markers and metadata will either be reusable directly or automatically transformed into a form that the real tooling can use.
