As part of the effort to make Shards Authoritative, we will no longer rely on metadata refreshes to add resharding fields to config.collections; therefore the ShardingWriteRouter class is no longer necessary. The aim of this ticket is to ensure we have audited the invocations of this class and replaced them as necessary.
